Duration and Type of Assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance
Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)
ABOUT WFP
The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. We are currently seeking a Junior Professional Officer to fill in the position of RAM Officer under the Research, Assessments and Monitoring unit based in our Regional Office in Cairo, Egypt.
CONTEXT AND BACKGROUND
WFP’s Regional Office Cairo (MENAEERO) for the Middle East, Northern Africa and Eastern Europe, based in Egypt, provides strategic guidance, technical support, management support and oversight to WFP operations and activities in 15 countries that currently comprise of: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, State of Palestine, Syria, Tunisia, Türkiye, Ukraine and Yemen. These country offices (CO) aim to assist roughly one-quarter of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies.
MENAEERO is also active in the ‘Changing Lives’ pillar of WFP’s mandate, helping national governments and local communities improve nutrition and livelihoods through school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Regional Monitoring Advisor, the JPO will have the following responsibilities:
- Support the planning and implementation of RAM activities to assess the needs, efficiency and effectiveness of food assistance interventions, in line with the corporate strategy and regional priorities.
- Support the development of systems, standard procedures and tools for monitoring and assessments of food assistance needs in line with corporate standards and best practices, deploying also innovative methodologies.
- Assist in the coordination of data gathering, analysis and preparation of relevant monitoring reports at country and regional level for better programming, advocacy and reassurance.
- Support in the triangulation of complaint and feedback mechanisms with monitoring data.
- Support food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider RAM policies, processes and guidance to enable effective decision-making for the development of country strategies, policies and programmes.
- Contribute to the production of online data visualization and interactive reports / platforms for the regional bureau and the supported country offices.
- Participate in quality assurance activities of evidence generation, such as the regional peer review group.
- Review and provide inputs to monitoring strategies, plans and reports of the country offices and be part of oversight ensuring adherence to minimum monitoring requirements.
- Train staff in the regional and country offices in appropriate monitoring techniques to build capacity, increase awareness on the importance of M&E and to encourage accountability for demonstrating results.
- Other duties as required.
EXPECTED OUTCOMES
- Quality input to tools, systems, analysis and reports for both monitoring and assessments.
- Regional monitoring analysis.
- Annual Country Reports (ACRs) are finalized and disseminated with completed, quality data for all country offices.
- Data quality and data consistency controls set for regular follow-up of corporate indicators in RB/CO
- Enhanced capacity in smaller country offices in terms of data collection, analysis, management and visualization.
- Strong understanding of WFP’s RAM principles, results framework, tools, procedures and technologies.
- Familiarization with WFP programmatic activities, planning and implementation.
- Enhanced knowledge and skills to effectively communicate on WFP’s performance both internally within the organization and externally.
ESSENTIAL QUALIFICATIONS & EXPERIENCE
- Master’s degree degree in Computer Science, Data Management, Statistics, Mathematics, Economics, Development Economics or another relevant field.
- At least two years of progressively responsible experience in research, data management, data analysis, data product/solution development, monitoring and developing user-friendly evidence, including reports.
- Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook).
- Intermediate knowledge of statistical analysis tools such R, SPSS, STATA, etc.
- Intermediate experience designing and managing research, assessments and M&E systems, including root cause analysis, theory of change, M&E framework, logical framework, data collection tools and indicator tracking databases, building monitoring capacity of peers, preferably to government officials at national and sub-national level as well.
- Proficiency in both oral and written communication in English.
- Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds and maintains sustainable partnerships.
DESIRABLE SKILLS and EXPERIENCE
- Intermediate experience with visualization tools such as Tableau, PowerBI, or HTML5.
- Intermediate experience in data management, SQL, and Python.
- Intermediate level of one, or more, of the following official languages: French, Spanish, Arabic, Chinese, Russian, Portuguese.
- Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders.
- WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
SUPERVISION
The JPO will report to the Regional Monitoring Advisor (RMA). The JPO will be working closely with other team members including the Head of Knowledge Generation Unit.
TRAINING COMPONENTS
Discussions on training needs will be carried out at the beginning of the assignment to identify areas of possible development in line with the requirements of the unit and the interest of the candidate; to this end a training plan will be developed and included within the Programme Performance and Support unit plan. This will be monitored on a regular basis to ensure that training needs are achieved. Essential learning components will include: Training on WFP’s corporate results framework, RAM Information Management Ecosystem tools (Survey Designer, Data Library, DataViz, GitHUB, etc), Food Security Assessments and Analysis, as well as relevant general statistical software (SPSS, STATA, R, etc).
LEARNING ELEMENTS
At the end of the assignment, the JPO should have obtained:
- Very good knowledge of WFP RAM principles, results framework, tools, procedures and technologies.
- Experience with components related to food assistance programming in WFP such as planning and response options including general food distribution, nutrition interventions, food for recovery and cash & voucher activities.
- General understanding of WFP overall operations and activities in the region.
- Increased knowledge of the UN system and its policies, rules, regulations and procedures.
