Introduction:
Monitoring and researching water resources is a strategic priority for Kazakhstan, as its limited and predominantly transboundary freshwater supplies are under increasing pressure from agriculture and climate change. Agriculture consumes more than two-thirds of the water, but inefficient irrigation and worn-out infrastructure pose serious risks to food security, rural livelihoods, and economic stability. Rising temperatures, changing precipitation patterns, more frequent droughts, and shrinking glaciers are additional challenges that alter river flows and exacerbate seasonal water shortages.
These factors require reliable research and monitoring to ensure integrated water resources management, the introduction of modern irrigation technologies, and adaptive planning at the national and basin levels. However, government agencies and research institutes are often limited in their capabilities due to outdated equipment, poor field mobility, and a lack of modern observation tools. 
The project on developing climate-resilient water resources, financed by the Islamic Development Bank, aims to address these challenges. As part of the initiative, the Kazakh Scientific Research Institute of Water Management and Kazhydrogeology will be equipped with modern instruments, monitoring systems, and specialized transport. This will enable high-quality research and rapid analysis, strengthen institutional capacity, and increase Kazakhstan’s resilience to climate risks, ensuring a balance between the needs of agriculture, the environment, and national development priorities. 
Objective: 
Purchase and supply of special vehicles for conducting hydrogeological surveys and research by the  National Hydrogeological Service ”Kazhydrogeology”. Specialized vehicles must be assembled on the basis of a new serial factory-made ATS and equipped with equipment. Specialized vehicles must be mobile and adapted to work in field conditions, taking into account the climatic and landscape features of the Republic of Kazakhstan.

ПРООН реализует проект, направленный на повышение технического потенциала Комитета государственных доходов Министерства финансов Республики Казахстан. Основным ожидаемым результатом проекта является обеспечение технического совершенствования местных подразделений Комитета государственных доходов в Казахстане. Это будет достигнуто за счет закупки высококачественного оборудования, основанного на потребностях и требованиях, определенных Комитетом государственных доходов. Усовершенствованное оборудование позволит Комитету государственных доходов усилить механизмы пограничного контроля, повысить эффективность таможенных операций и обеспечить соблюдение международных стандартов и правил. Способствуя тесному сотрудничеству между Республикой Казахстан и ее европейскими партнерами, этот проект подчеркивает приверженность поддержанию надежных и безопасных границ, содействию законной торговле и укреплению общей региональной безопасности. Привлечение многочисленных заинтересованных сторон и предоставление значительных финансовых ресурсов свидетельствуют о согласованных усилиях по решению проблем, с которыми сталкивается Комитет государственных доходов, и достижению устойчивого улучшения его технических возможностей. Благодаря успешной реализации этого проекта Комитет государственных доходов Казахстана будет лучше подготовлен к тому, чтобы справляться со сложностями современного пограничного контроля, тем самым способствуя экономической стабильности и безопасности региона.

Цель: 
Закупка и поставка специализированной техники для Комитета государственных доходов Министерства финансов Республики Казахстан. Спецтранспорт предназначен для осуществления проверки соблюдения международных договоров и актов в сфере таможенного регулирования и (или) законодательства РК в целях осуществления функций, возложенных на ОГД. Спецтранспорт должен быть собран на базе нового АТС серийного заводского производства и оснащен техническими средствами контроля. 
Спецтранспорт должен быть мобильным и приспособленным к работе в полевых условиях с учетом климатических и ландшафтных особенностей Республики Казахстан.
