Senior Results Planning Officer
Organizational Setting and Work Relationships
The Senior Results Planning Officer reports to a more senior staff member in a division, Bureau or field operation. The incumbent will support coherent and evidence-based multi-year planning, monitoring, and reporting at Bureau, country and/or headquarters level in close coordination with the relevant support divisions at headquarters. The incumbent will provide guidance and support to operations and Bureaux in the planning and monitoring process to ensure quality planning and alignment of the multi-year strategies and related reporting with UNHCRs strategic positioning and directions at global, regional and country level. The incumbent will ensure coherence and synergies with new and emerging trends and requirements resulting from internal and external change processes that may impact on planning, monitoring and reporting. The incumbent will also advise on appropriate coherence between UNHCR’s internal results planning processes and broader inter-agency humanitarian and development planning and reporting processes. The incumbent will advise and support key counterparts on planning, monitoring and reporting process on an ‘on-demand’ basis through timely response, guidance and deployments. Regular and frequent discussions between the incumbent, the other results planning officers and the supervisor are necessary to ensure that the latest policies, guidance and parameters are shared and used.

Duties
– Develop policy direction and guidance for UNHCR’s multi-year strategic planning and results-based management (RBM) at the country, regional and global levels.
– Guide and support planning processes of operations and Bureaux to ensure quality planning and monitoring as well as alignment of strategies with UNHCR’s strategic positioning and direction at global, regional and country level.
– Enhance and guide UNHCR’s results monitoring and reporting at country, regional and global levels to inform evidence-based strategic planning and monitoring.
– Advise on UNHCR’s planning, monitoring and reporting in operational and thematic areas of strategic priority, in line with the organization’s strategic directions and focus areas.
– Create coherence of planning, monitoring and reporting methods and approaches at country, regional and global level.
– Advise on appropriate coherence between UNHCR’s internal results planning processes and broader inter-agency humanitarian and development planning and reporting processes.
– Strengthen UNHCR’s capacity on RBM by contributing to the development and uptake of learning materials as well as facilitated exchange of experience and lessons learning among relevant staff.
– Provide planning and monitoring support to key counterparts, including operations, on an ‘on-demand’ basis through appropriate tools and methods, including deployments and remote assistance.
– Keep consistent and constant awareness of system developments and changes that would affect planning or results and inform senior management of any inconsistencies that might affect the Operation or the Division’s planning or reporting processes.
– Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

Nature of Position:
The Division of Emergency and Programme Support (DEPS) integrates key functions that enhance UNHCR’s preparedness and response capabilities, including emergency management, programme and technical support, supply chain management, IDP cluster coordination, and field security. These functions collectively provide critical support to field operations, ensuring the timely, effective, and accountable delivery of protection and assistance to forcibly displaced and stateless persons. DEPS comprises three services – the Emergency Service, the Supply Management Service and the Programme and Technical Support Service (PTSS). DEPS aims to capitalize on the synergies of the three Services to offer policy, guidance, support, and oversight to regional bureaux and country operations.
The Programme and Technical Support Service (PTSS) is tasked with guiding the organization in planning, programming, measuring, and reporting on results at all levels. Such support includes strategy guidance, implementation guidance, technical support and management of all programme and partner management processes. It includes overseeing and ensuring that policies and procedures are adhered to in areas such as planning, budgeting, partner management, partner assurance, technical standards and reporting. PTSS comprises four Sections, namely the Planning and Results Section (PRS), the Programme and Project Management Section (PPMS), the Technical Support Section (TSS) and the Assurance and Compliance Section (ACS).
The Planning and Results Section’s deliverables are oriented around the Plan and Show phases of UNHCR’s results-based management cycle (RBM). The Section is responsible for coordinating global strategic planning and analysis based on needs, crafting and ensuring adherence to policies, procedures, and guidance related to planning (and its relationship to budgeting) and reporting, including the overall framework for Results-Based Management. Working closely with the other sections in the services, it provides support and guidance to the organization in implementing these policies.
This position is located in the PRS and reports to the Chief of section. The incumbent’s function is to support UNHCR in systematically collecting, using and communicating high-quality data and evidence for decision-making, donor and system-wide reporting, resource allocation, priority-setting and strategic planning.
Bringing field and Headquarters’ experience in UNHCR’s strategic planning and results-based management frameworks, the incumbent will support corporate and operational reporting through the analysis of results data, including core indicators, narrative inputs, population statistics, and budgetary information. A key part of the role involves supporting regional bureaux in quality assurance, guiding the development and refinement of corporate tools such as COMPASS and the Results Data Portal, and collaborating with the Global Data Service and other counterparts both in the field and at Headquarters. The incumbent will contribute to strategic and programme analysis and further refining country, regional and global results reporting. This involves collaboration with relevant HQ divisions to produce timely, high-quality analysis tailored to diverse audiences including UNHCR’s governing bodies, donors, and host governments
