Main Purpose of Job:
The Just Rural Transition Support Programme was approved in March 2024 to work with Governments and other key partners to support design and implementation of agriculture public policies and support (including agriculture subsidy reforms) that scale sustainable approaches to benefit livelihoods, climate adaptation, mitigation, and nature.
The purpose of this Temporary Deployment is to play a central role in establishing the Just Rural Transition Support Programme in Indonesia and regionally. The post holder will lead engagement, coordination and support technical policy advice on sustainable agriculture transition and policy reform, working with FCDO leads in Indonesia, scope opportunities for the programme in the Philippines and elsewhere in the Asia region, and mobilise support to partner government/s and multi-stakeholder groups.
Building on our existing platforms, growing momentum through UNFCCC COP campaigns and new partnerships on food systems transformation, you will help mobilise support to country action and delivery of policy and public expenditure reforms to support transition to environmentally sustainable agriculture. You will work with key programme and delivery partners through the JRTSP, including the World Bank, JRTSP delivery partners, FCDO Posts, and other key regional/national partners, to shape regional and national approaches, supporting design and mobilisation of JRTSP programme interventions and building synergies between international partners.
You will build key relationships with partner Governments, national and regional civil society, farmer and industry groups, JRTSP partners and with FCDO Posts. You will play a central role in building strategic relationships and coordinating approaches on public policies and support with FCDO posts, World Bank and other international agencies (e.g. the FAO, IFAD, MDBs) at national and regional levels.
What the Jobholder will be Expected to Achieve:
- Supporting FCDO Indonesia to shape and mobilise FS2030 funded support to the Government of Indonesia to reform agriculture subsidies to deliver more resilient, sustainable agriculture, aligning with FCDO bilateral priorities and linked-programme approaches.
- Supporting the mobilisation and strategic shaping of JRTSP Component 2 ‘Flexible Support Fund’ in JRTSP priority countries in the region (Indonesia, the Philippines), supporting to shape country strategy, governance and FCDO-country approach to short-term TA facility and acting as a regional touchpoint for in-country Facilitators managed by Component 2 Commercial Supplier. You will co-design activities and strategies, consider political-economy analysis within approaches and be responsible for supporting engagement with relevant donors (e.g. MDBs, BMZ, FAO) to join up approaches and look for partnership opportunities in recipient countries.
- Supporting the JRTSP programme team in shaping FS2030 funded support to the Philippines and partnering with the World Bank in leading regional Policy Dialogue bringing together partner Governments.
- Leading on sustainable food systems for BE Jakarta, tracking and responding to key political activity including President Elect Prabowo’s prioritisation of food security and the food estate programme. Considering how JRTSP, in particular the Flexible Support Fund, could help respond to emerging priorities.
- Supporting JRTSP programme team to establish regional role that will become permanent posting advertised in ORB10.

Working Patterns:
Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. The team operates a ‘core hours’ policy of 09:00hrs to 15:00hrs with individual flexibility around that.
